ASR Assists Clients with 2015 Transitional Reinsurance Fee

Payment for the 2015 transitional reinsurance program under Health Care Reform is due January 15, 2016. The reinsurance fee form must be submitted and payment must be scheduled by November 16, 2015. Plan sponsors of self-funded health plans will owe $44 per covered individual for 2015. The fee is based on the number of covered individuals determined in the first three quarters of the calendar year (January through September).

ASR will remit the reinsurance fee for clients unless they opt out of this service by October 31, 2015. The service consists of scheduling payment by November 16, 2015 and remitting the fee by January 15, 2016, with billing by mailed invoice at the end of November 2015. Clients who opt out of the service will pay the fee independently of ASR, using data from ASR’s Website tool (same tool as that for calculating the PCORI fee). Regulations allow for remittance of this fee in two installments, or one for administrative ease. ASR will collect and remit the fee in one installment.
